3. Select the desired types of transactions

4. Define the necessary and corresponding fields in unitary transactions

5. Choose the syntax (XML, NVP, etc.)

6. Define the procedures for handling errors and the necessary error messages

7. Choose the transport protocols

8. Choose the appropriate network protocols
